TSA Announces TWIC Changes
Today, the Transportation Security Agency (TSA) announced reforms for TSA’s Transportation Worker Identification Credentials (TWICs) that will be expiring before the end of 2014. U.S. citizens who have a TWIC that expires before the end of 2014 will have the option of paying $60 to acquire a 3-year Extended Expiration Date (EED) card, instead of a new standard 5-year TWIC card. Additionally, workers who opt for the EED will only have to make one trip to the enrollment center – to pick up and activate their card. To obtain a card, starting in late August 2012, current TWIC holders who are U.S. citizens should call the TWIC help desk to order an EED (this is similar to the system used for reporting a lost card). Payment for the EED would be taken by credit or debit card. Applicants would then pick up their cards at enrollment centers once they are notified the cards are ready. No new threat assessment (i.e., criminal background check) would be done for the EED. For additional information see www.tsa.gov/twic. Ports who are interested in having mobile centers or paying en masse for the cards should contact the current enrollment center to discuss these options.
To obtain a new standard TWIC, workers would have to make two in-person trips to their enrollment center and pay a fee of $129.75 for the new card. Workers can also decide to obtain a new five-year card instead of the EED.
Recently, the House Homeland Security Committee passed legislation calling for reforms to the TWIC program, including requiring workers to go only once to their enrollment centers and to extend the expiration date of TWICs until the TWIC reader requirements are implemented.
In a Department of Homeland Security (DHS) conference call today, TSA stated that the three-year period for the EED should ensure DHS new rules for use of TWIC readers at high risk facilities will be in place before the card expires.
